how can i access community documents?
Official records pertaining to the Forest Lake Community are kept in a Google Drive folder. Please send an e-mail to forestlakeownersassociation@gmail.com to receive access to those documents.
are there rules for the forest lake community?
All homes within the Forest Lake Community are governed by restrictive covenants. Those covenants outline what homeowners can and can’t do with their property and should be provided to you at your real estate closing when purchasing a home in the community.
WHAT ARE SOME OF THE NOTABLE RESTRICTIVE COVENANTS?
Some of the most notable restrictive covenants are:
No on-street parking
Fences must receive approval from the Board and meet certain restrictions (e.g. must start at the rear of the home, no taller than 4’, material requirements, etc.).
Dogs not on the owner’s premises must be kept on a leash no longer than 8’ per the restrictive covenants AND city and county ordinances.
Motorcycles, minibikes, and motorized bikes are only permitted to drive to and from a residence. Such vehicles cannot be driven around the community for recreational purposes.
Trash and recycling bins cannot be placed on the street until trash collection day.
Trash is collected on Thursdays.

PLEASE NOTE that during the COVID-19 crisis, yard debris in bags or trash cans will not be collected. Piles of brush that can be collected by a motorized arm may be collected, but not on a regular schedule.

how do i report potholes and other street maintenance issues?
Forest Lake is located within the City of Asheville and the streets in Forest Lake are maintained by the City. To report any issues with a street, please contact Chad Bandy at (828) 259-5852 or report the issue through the City of Asheville App on your smartphone.
how do i report suspicious activity?
If you see something suspicious in the neighborhood, please call the City of Asheville Police Department Non-Emergency Number at (828) 252-1110. Please also remember to park your car in the driveway (as is required by the restrictive covenants), keep valuable items out of your car, and lock your doors.
WHAT IF I HAVE A DISPUTE WITH THE HOA?
NORTH CAROLINA GENERAL ASSEMBLY MANDATE NOTICE OF RIGHT TO VOLUNTARY MEDIATION
Pursuant to Section 7A-38.3F of the North Carolina General Statutes, all members are hereby informed that you have a right to initiate mediation pursuant to the terms of the statute to try to resolve a dispute with the Association. Both the homeowner and the Association must agree to mediate the dispute, and each side is responsible for splitting the cost of the mediation, including payment of a professional mediator. The mediation process is an opportunity to reach an agreement to resolve a dispute – neither side gives up their right to go to court to have a judge resolve the dispute if the parties are not able to reach an agreement through mediation. The specific process to initiate voluntary mediation is outlined in Section 7A-38.3F of the North Carolina General Statutes
Any matter relating to real estate under the jurisdiction of an association about which the member and association cannot agree, is now subject to voluntary prelitigation mediation. Initiation of mediation tolls any statute of limitations or repose with respect to the dispute until 30 days after the date on which the mediation is concluded.
Exceptions are disputes related to failure to pay assessments and fines associated with collection of assessments and disputes that occurred before July 1, 2013.
